Rwandan Prefectures
At the time the genocide in 1994, Rwanda was divided into 12 administrative areas called prefectures that included: Byumba, Kibungo, Kigali, Kigali Ngali, Butare, Gikongoro, Cyangugu, Kibuye, Kigali Ville, Gisenyi and Ruhengeri.
